In the News - Interview With Secretary Condoleezza Rice [State.gov]

Maria Bartiromo on CNBC
Washington, DC
July 6, 2007

Excerpt:

QUESTION: Some people feel we send billions of dollars to the Saudi royal family and some of that money goes to supporting terrorists. How can we ensure that the relationship with the Saudis is sincere and they are not supporting terrorism?

SECRETARY RICE: Well, I think the Saudis are not only not supporting terrorism, they're fighting it. And why? Because it is in their interest to fight it. You might have noticed yesterday that when Zawahiri made his tape, he mentioned the Saudis as one of the targets. Al-Qaida and their types are very much after states like Saudi Arabia as well and we've seen in Saudi Arabia, particularly in the last couple, three years, very aggressive acts against al-Qaida, very aggressive acts to fight terrorism.

King Abdullah of Saudi Arabia received US Secretary of State Condoleezza Rice during her visit to Riyadh, Jan. 16, 2007. (Photo: SPA)Now, there are still charities that we believe are tied up with terrorist financing and the Saudi Government has been working to try to shut those down. Frankly, we didn't understand, the Saudis didn't understand prior to September 11th these networks that sounded like charitable organizations that were actually fronting for terrorist financing. We had to go through a long process of understanding those networks, of using good intelligence information, good financial information to understand those terrorist networks. But I think we have a good partner in Saudi Arabia.

We don't agree on everything, but I do believe that the Saudis, for their own benefit, they're fighting terrorism and fighting it quite aggressively.

In the News - Saudi Arabia downplays Iran threat [ThePeninsulaQatar.com]

RIYADH -- July 7, 2007 -- Saudi Arabia still hopes for a peaceful solution to the international stand-off over Iran's nuclear energy programme and has downplayed the idea of Iran targetting the Gulf region in any war, a report said yesterday.

The Gulf Arab region contains a large US military presence that could be deployed to attack Iran, which Washington and its ally Israel accuse of using a civilian energy programme to cover up plans to develop a nuclear weapon.

"We have expressed our hope that the Iranian crisis is solved peacefully," official news agency SPA quoted Foreign Minister Prince Saud Al-Faisal as saying after a meeting of Gulf Arab ministers in Jeddah on Thursday night. Asked about the chances of Iran striking at Gulf countries in the event of hostilities, the minister said: "I haven't heard of such a suggestion .. but it is inappropriate."

Saudi Arabia and other Gulf countries share the United States' concern about growing Iranian power in the Arab world. Although their official position is against any military action, analysts say Saudi Arabia aided the US military in the 2003 war on Iraq, which Riyadh publicly opposed.

In the News - Amb Oberwetter on Regional Issues, Saudi-US Relations [DallasNews.com]

..Mr. Oberwetter, 62, served as U.S. ambassador to Saudi Arabia for more than three years before returning in April. In an extended interview in Dallas, he described the region as a place where a religious zealot, Iranian President Mahmoud Ahmadinejad, is seeking nuclear weapons; where Iraq, a country invaded by the U.S., may yet disintegrate in civil war; and where terrorist mastermind Osama bin Laden is directing attacks aimed at halting the flow of Saudi oil.

..The former ambassador is proud that on his watch the U.S.-Saudi relationship moved out of the doldrums that followed 9/11 and into a close anti-terrorism partnership with coordinated efforts to confront Iran. The Saudis are investing between $50 billion and $70 billion to expand oil production to meet growing demand in China and other parts of the world and are working with U.S. advisers to strengthen protections of their oil installations. King Abdullah and the Bush administration are trying to work together to give Iraq's Sunni Muslims reason to fight al-Qaeda; to lessen Iran's influence in Syria, Lebanon and the Palestinian territories; and to find some way for Palestinians and Israelis to settle their grievances.

..Mr. Oberwetter arrived in the kingdom in the footsteps of another ambassador from Dallas, Robert Jordan. Like him, Mr. Oberwetter had no diplomatic experience. But, also like Mr. Jordan, he had a credential more prized by the Saudis – friendship with the U.S. president. "Bob Jordan probably had the toughest job any ambassador could face – going into Saudi Arabia after 9/11," Mr. Oberwetter said. "Many of the senior Saudis [in the government] were in a state of denial about how 15 of the 19 hijackers were Saudis. They did not want to believe it." "Bob Jordan deserves tremendous credit for getting their attention on this problem," Mr. Oberwetter said. "He held the relationship together." But Saudi Foreign Minister Prince Saud Al-Faisal, in one of their first meetings, told Mr. Oberwetter the U.S.-Saudi relationship was "drifting."

..The embassy got to work on a series of position papers describing a post-9/11 direction for relations between the two countries. Mr. Oberwetter began his tenure by easing the terrorism alerts that had sent embassy family members and many other Americans out of Saudi Arabia in the second half of 2003. But Saudi members of al-Qaeda, ordered into action by Mr. bin Laden, staged several bloody attacks on Americans and other Westerners in 2004 that persuaded the State Department to urge the 30,000 Americans living in the kingdom to leave the country.

..Mr. Oberwetter said the terrorists tried to drive out American oil industry workers and hamper Saudi oil production. He said he felt it wasn't necessary for Americans to leave but was pre-empted by the State Department. "I did not want to encourage al-Qaeda, which would then claim success in driving Americans out of an important allied country," he said.

.."As the U.S. continues to struggle in the region, the kingdom is becoming more assertive and more vocal about their relationship with neighboring countries," Mr. Oberwetter said. "In order to be credible – since U.S. popularity in the area must be in single digits – it's not surprising to see the Saudis stake out positions credible to the Arab street."
