"..In the era of market openness and fierce globalized competition, both multinationals and nations are once again reassessing their core competitive advantage. What is it they are good at and which makes them stand out from the crowd? For the Gulf nations, embarking on massive investment and infrastructure projects, this is an important question to ask, the alternative being lumbered with “white elephant”, uncompetitive and uneconomic projects down the road.."  [more]

[Third presentation from the Middle East Policy Council Capitol Hill conference series.]

"..The basic line is that if you have weak capacity, you're not going to get democracy. Destroying states doesn't work. In fact, usually, it's the other way. [Developing] state capacity and then you'll most likely get up more rapidly. I see that is what is happening in the Gulf. That is what makes me optimistic. It's not the buildings that are going up. It's not the snow slide, or whatever, the snow mountain in Dubai. It's the public-private partnerships that I think that the Gulf governments have discovered, and they, in a sense, discovered this 10 years ago in the crisis years of 1990 to 1995 when Saudi Arabia effectively went bankrupt and the Gulf was in the doldrums of lower prices.."  [more]

$20 Billion Deal Includes Weapons For Saudi Arabia

The Bush administration will announce next week a series of arms deals worth at least $20 billion to Saudi Arabia and five other oil-rich Persian Gulf states as well as new 10-year military aid packages to Israel and Egypt, a move to shore up allies in the Middle East and counter Iran's rising influence, U.S. officials said yesterday. The arms deals, which include the sales of a variety of sophisticated weaponry, would be the largest negotiated by this administration.. ..U.S. officials said the common goal of the military aid packages and arms sales is to strengthen pro-Western countries against Iran at a time when the hard-line regime seeks to extend its power in the region.."  [more]

"..President Bush's top diplomatic and military managers have a tough assignment in the Middle East in the week ahead: convince skeptical Arab nations they have more to lose if Iraq fails than they stand to gain by waiting until the U.S. leaves or Bush's term ends. Secretary of State Condoleezza Rice and Defense Secretary Robert Gates will visit Egypt and Saudi Arabia for a rare joint lobbying effort to prod Iraq's mostly rich, Sunni-led Mideast neighbors to help stabilize the chaotic country and support its weak Shiite-headed government.."  [more]

"..Following the Sept. 11, 2001, attacks, the [Al Rajhi Bank] also set off an intense debate within the U.S. government over whether to take strong action against its alleged role in extremist finance. Confidential reports by the Central Intelligence Agency and other U.S. agencies, reviewed by The Wall Street Journal, detail for the first time how much the U.S. learned about the use of Al Rajhi Bank by alleged extremists, and how U.S. officials agonized over what to do about it. After 9/11, the Saudi monarchy pledged its full support in the fight against global terrorism. And following violent attacks inside the kingdom in the next two years, the Saudis did launch major strikes against militants operating on their soil.."   [more]

U.S. Reportedly Planning $20B Saudi Arms Deal [Jul 28]
"The Bush administration is preparing a $20 billion arms deal with Saudi Arabia as part of a strategy for countering Iran, according to published press reports. The proposed 10-year package of advanced weaponry would include missile guidance systems, upgraded fighter jets and naval ships. The New York Times says Bush administration officials are concerned that the size of the package and broader concerns about Saudi Arabia's influence in Iraq could prompt critics in Congress to oppose the package. To counter objections from Israel's supporters in Washington, the newspaper said, that country would be offered significantly increased military aid.." [more]

"The United States has strong relations with Saudi Arabia in the war on terror, White House deputy press secretary Dana Perino said Friday. "We have very strong relations on counter terrorism measures," Perino said. "We have worked very closely with Saudi Arabia." The spokeswoman made the remarks after the New York Times reported Friday that the Bush administration is deeply frustrated with Saudi Arabia over its role in Iraq.. ..U.S. officials have long resisted blaming Saudi Arabia for worsening sectarian strife in Iraq, choosing instead to pin blame on Iran and Syria. Even now, they rarely talk publicly about the role of Saudi fighters among the insurgents in Iraq.." [more]

U.S.-Saudi Tensions To Increase In 2008 [Jul 27]
"U.S. Secretary of State Condoleezza Rice and Defense Secretary Robert Gates will visit Saudi Arabia's capital Riyadh on July 31. As the United States looks to regional actors for support on Iraq, Iran and Israeli-Palestinian issues, it will find that Riyadh is not going to play its assigned role. While President George W. Bush's administration faces long odds on these issues already, the Saudi position makes the prospect for success even less likely.. ..Such tensions are a normal feature of the Saudi-U.S. relationship and do not necessarily herald a crisis in the making. However, while core relations will not be affected, they will add to the tensions likely to emerge between the countries on Middle East issues and make for an uncomfortable few months in bilateral relations in 2008.." Want to Understand Islam? [Jul 22]
"Nearly half of Americans have a generally unfavorable view of Islam, according to a 2006 Washington Post-ABC News poll, a number has risen since the Sept. 11, 2001, terrorist attacks. That climate makes it easy to lose sight of the fact that the majority of mainstream Muslims hate terrorism and violence as much as we do -- and makes it hard for non-Muslims to know where to begin to try to understand a great world faith. Like Judaism and Christianity, Islam originated in the Middle East. As F.E. Peters shows in "The Children of Abraham," the commonalities can be striking. Muslims worship the God of Abraham, as do Christians and Jews. Islam was seen as a continuation of the Abrahamic faith tradition, not a totally new religion.. ..The Gallup World Poll's helpful section on the Muslim world
