paradigm for U.S. grand strategy in the Middle East. In this
paradigm, American policy should seek always to empower
moderates and marginalize radicals. The best way to do this
was through careful management of the region’s balance of
power, primarily through diplomatic means. The essence of
such diplomacy is “carrots-and-sticks” engagement --
credibly threatening negative consequences for regional
actors who work against U.S. goals, but also promising
strategically significant benefits in exchange for
cooperation.."

Arabia to Launch Expo on History of Education [Sep 3]
"Saudi Deputy Interior Minister Prince Ahmad will launch an
exhibition on the history of education in the Kingdom in the King
Fahd Hall of the Girls' Education Administration in Makkah, Arab
News reported.. ..The exhibition is going to show rare historical
documents and photographs in addition to educational instruments
from the age of kuttabs (preliminary Qur'anic schools), ancient
models of pens, ink and other writing materials till the modern
electronic age with particular stress on Makkah, the education

to Address Forbes Global CEO Meet [Sep 3]
" Dr. Nahed Taher, CEO of Gulf One Bank, is participating in
the sixth annual Forbes Global CEO Conference 2006 to be held in
Singapore tomorrow and Tuesday. The conference is a gathering of
top international CEOs of companies and banks.. ..Taher is the
first and so far the only Saudi woman to become a CEO of a bank.

Saudi Cleric Says US Policies Fuel Terrorism [Sep 3]
"A prominent Saudi cleric said on Friday US policies in the
Arab world fuelled terrorism and expressed unease at remarks by
President George W Bush. In rare criticism of the kingdom's chief
ally, Shaikh Saleh Bin Humaid told worshippers at a holy shrine in
Makkah: 'The [Muslim] nation hopes... the 'war on terrorism' motto
has not paved the way for a rise in terrorism and acceptance of
